The Ministry of Home Affairs took decisive action against terrorism by designating Lakhbir Singh Landa, a Canada-based operative, as an “individual terrorist” under the Unlawful Activities (Prevention) Act. Landa is a 33-year-old associated with the notorious Khalistani terrorist group Babbar Khalsa International (BKI). He has committed a series of heinous activities. It includes planning a rocket strike on the Punjab Police Intelligence Headquarters in Mohali in 2021.

Landa’s Involvement


The MHA issued an official notification revealing chilling details of Landa’s association with Babbar Khalsa International. Lakhbir Singh Landa played a pivotal role in orchestrating a terror attack. He used a shoulder-mounted Rocket Propelled Grenade on the Punjab State Intelligence Headquarters in Mohali.

The MHA asserts that Landa has support from a cross-border agency. He actively supplied Improvised Explosive Devices, arms, sophisticated weapons, and explosives to various modules across the border. He has been executing terrorist activities in Punjab.

Warrant Against Landa


Authorities issued an open-ended warrant against Landa. It accompanied by a Look Out Circular on June 9, 2021. Credible intelligence led the Central government to firmly believe that Landa is deeply involved in terrorism. He poses a significant threat to national security.

Consequently, the decision to designate him as a terrorist aims to curtail his activities.

Landa, along with his co-conspirators, is linked to numerous criminal cases. These include establishing terror modules, extortion, killings, planting IEDs, smuggling weapons and narcotics. They have used funds for terrorist acts in Punjab and other parts of the country. The MHA emphasizes that Landa and his associates actively conspired to disrupt peace, law, and order in Punjab. They execute targeted killings, extortions, and various anti-national activities across India.

Threat Posed by Babbar Khalsa International


The National Investigation Agency acknowledged the severity of the threat posed by Babbar Khalsa International. In September, the NIA announced cash rewards for information leading to the arrest of five of its terrorists.

Harwinder Singh Sandhu, alias “Rinda,” and Lakhbir Singh Sandhu, alias “Landa,” were marked with a substantial reward of ₹10 lakh each.

The proactive stance of law enforcement agencies became evident on September 25, 2023. Punjab Police conducted raids at 48 locations in Firozpur and nearby areas associated with Lakhbir Singh Landa and his associates. Preceding this, the police had already executed raids at 297 hideouts connected to Landa’s close aides. They seized substantial evidence that further implicated them in terrorist activities.
